Reserve CDD Incorporating With SLWSD

PORT ST. LUCIE, Fla. — The Reserve Community Development District (CDD) is working toward incorporating its utility system into the St. Lucie West Services District (SLWSD). This incorporation addresses the Reserve CDD’s need for a long-term water supplier and supports SLWSD’s goal of keeping rates competitive while upgrading infrastructure.
Formed in 1992, the Reserve CDD is located west of I-95 in St. Lucie West, with the residents of PGA Village representing most of its customers. Currently, it receives 80% of its potable water from SLWSD and 20% from its own lime-softening plant. SLWSD also treats all the Reserve CDD’s wastewater. The existing agreement, which expires in 2028, will not be renewed.
Rather than building a costly new plant, the Reserve CDD has opted to have SLWSD provide all water and wastewater services within the next two years. This ensures long-term reliability and cost savings for residents. SLWSD currently offers the region’s lowest utility rates—$81.26 for 4,500 gallons of water and wastewater service—compared to higher rates from the City of Port St. Lucie and St. Lucie County.
"Integrating into SLWSD’s system ensures long-term reliability and cost-effectiveness," said Reserve CDD Board Member Chuck Henry. "This is a major step forward that will bring lasting improvements to utility services for our current customers."
The proposed new utility transfer agreement also includes building new water and sewer connections under I-95, improving water pressure and dependability for Reserve CDD residents. Additionally, 16 sewage lift stations will be upgraded with remote monitoring technology. SLWSD will oversee these projects, funded by the Reserve CDD, to meet SLWSD utility standards.
As part of this incorporation, Reserve CDD customers are expected to begin paying rates comparable to those of SLWSD on Jan. 1, 2026, and will continue to be billed and serviced by the Reserve CDD until the upgrade projects are completed.
Since 1990, SLWSD has provided clean drinking water, wastewater treatment, stormwater management, and reclaimed water for irrigation to the 4,600-acre St. Lucie West community. The District’s service area stretches from the Florida Turnpike to I-95, and from the northern end of Peacock Boulevard to Crosstown Parkway. Learn more about SLWSD at www.slwsd.org.
