The SLWSD Utilities Department ensures the safe, reliable, and efficient delivery of potable water, wastewater collection and treatment, and reclaimed (irrigation) water services for residents and businesses. The department operates multiple treatment facilities and manages extensive underground infrastructure to provide uninterrupted, high-quality utility services. The department is organized into five divisions: Underground Utilities, Water Treatment Plant, Wastewater Treatment Plant, Irrigation Water (Reclaimed Water), and Shop & Maintenance.

Divisions:

Water Treatment Plant Division

The Water Treatment Plant Division operates SLWSD’s Reverse Osmosis Water Treatment Plant, which has a capacity of 3.6 million gallons per day. Water is drawn from wells tapping into the Florida Aquifer, then filtered, purified, and disinfected before distribution. This division ensures that all treated water meets or exceeds state and federal drinking water standards before reaching customers.

Wastewater Treatment Division

The Wastewater Treatment Plant Division operates a treatment facility with a capacity of 2.6 million gallons per day, treating wastewater from homes and businesses throughout the District. The process removes impurities to a level safe for reuse, supporting environmental protection and water conservation. Treated wastewater is converted into reclaimed water that can be safely used for irrigation purposes throughout the District.

Irrigation Water (Reclaimed Water) Division

The Irrigation Water Division manages the District’s reclaimed water and stormwater reuse systems. This includes operation of irrigation pump stations, reuse water pipelines, and stormwater transfer facilities. After treatment, reclaimed water is distributed throughout the community for irrigation. When necessary, reclaimed water may be blended with stormwater to meet irrigation demands—reducing reliance on potable water and promoting sustainability.

Underground Utilities Division

The Underground Utilities Division maintains and repairs the District’s potable water and wastewater pipeline systems. This includes water mains, service connections, and meters, as well as the wastewater collection system and lift stations that transport wastewater to the treatment plant. Through preventive maintenance and emergency response, the division ensures dependable water delivery and wastewater collection across the District.

Shop & Maintenance

The Shop & Maintenance Division supports all utilities operations by maintaining mechanical and electrical equipment critical to service delivery. The team services treatment plant systems, pump stations, lift stations, valves, and other essential infrastructure. Their proactive maintenance and timely repairs help ensure the reliability, safety, and efficiency of SLWSD’s entire utility network.

Thomas J. Bayer

"TJ" is the Assistant Utilities Director at SLWSD, with over 20 years of experience in the wastewater and utilities industry. His career began in the field as an entry-level wastewater operator, where he developed a strong foundation in plant operations, maintenance, and regulatory compliance. From those early days, Thomas demonstrated a deep commitment to operational excellence and environmental protection.

Throughout his career, Thomas earned multiple industry licenses and certifications, expanding his knowledge of the treatment processes, and taking on increased responsibilities. His strong leadership skills, attention to detail, and ability to optimize operations led to his promotion as Wastewater Chief Operator. In that role, he successfully managed daily operations, regulatory compliance, budgeting, and staff development, contributing to improved system performance and operational efficiency.

Recognized for his leadership skills and strategic thinking, Thomas was promoted to Assistant Utilities Director where he now oversees a broad range of utility operations, including water, wastewater, irrigation services, capital improvement projects, and regulatory coordination. He works closely with internal staff, engineering teams, regulatory agencies, and the community to ensure the delivery of safe, reliable, and efficient utility services across the District.

Thomas is known for his collaborative leadership style, commitment to workforce development, and public service. His journey from the ground up reflects a career built on integrity, perseverance, and dedication to the mission of Saint Lucie West Services District.

Passionate about serving his community, Thomas continues to be a key contributor to the District’s long-term planning and environmental stewardship, while remaining a champion for innovation and sustainability within public utilities.
