Joshua Miller
Joshua Miller’s career with the St. Lucie West Services District (SLWSD) is a story of growth, dedication, and leadership built over nearly three decades of service. He began his journey in 1997 as an Underground Services Technician, working hands-on in the field to maintain critical water and wastewater systems. From those early days, Joshua developed a deep respect for the infrastructure that supports the community and the people who depend on it every day.
Through hard work and an unwavering commitment to public service, Joshua rose steadily through the ranks—advancing into water and wastewater plant operations then to Chief Wastewater Plant Operator, then into leadership roles as Assistant Utilities Director and Utilities Director/Assistant District Manager. In 2024, his experience and vision for the future of the District led to his appointment as District Manager.
Today, Joshua oversees all operations and infrastructure for SLWSD, including utilities, stormwater, and administration. He manages budgets, directs capital projects, develops policies, and leads a dedicated team, all while working hand-in-hand with the elected Board of Supervisors. His focus remains on delivering safe drinking water and reliable, sustainable, and cost-effective services that strengthen the community.
Joshua is licensed by the Florida Department of Environmental Protection (FDEP) as a Level “A” Wastewater Treatment Plant Operator and a Level “A” Drinking Water Treatment Plant Operator. He is also a Certified District Manager through the Florida Association of Special Districts (FASD).
From his first day in the field to his current leadership role, Joshua’s career reflects a lifelong commitment to excellence, innovation, and service to the residents of St. Lucie West.
