Gerard Rouse
With over 17 years of dedicated service to the St. Lucie West Services District, Gerard Rouse has built a distinguished career rooted in public works, stormwater management, and environmental stewardship. His leadership, technical expertise, and commitment to excellence have made him an integral part of the District’s continued success and reliability.
Currently serving as Director of Public Works, Assistant District Manager, and Safety Chairman, Gerard oversees key operations that ensure the District’s infrastructure, environmental systems, and safety standards meet the highest levels of performance and compliance to support public safety and emergency readiness along with daily operations. His goal is simple: to make sure St. Lucie West continues to be a well-maintained, sustainable, and beautiful place to live and work.
A proud resident of St. Lucie West since 1999, Gerard has deep roots in this community and a genuine passion for its well-being. His work isn’t just professional, it’s personal. He takes great pride in serving the same neighborhoods he calls home.
Gerard began his career with the District in 2008 as an Equipment Operator and steadily worked his way up through several key roles, including Aquatic Maintenance Technician, Exotic Plant Removal Foreman, and Assistant Public Works Superintendent. His leadership today is built on firsthand experience, technical knowledge, and a deep understanding of the community’s needs.
He holds numerous professional certifications, including Stormwater Levels A, B, and C; Certified Stormwater Inspector; FEMA Emergency Management Professional; OSHA Level 5 Chemical Spill/Incident Commander; and Certified District Manager through the Florida Association of Special Districts. These qualifications reflect his deep commitment to safety, preparedness, and environmental responsibility.
Beyond his professional achievements, Gerard is just as dedicated to the community. He has served as a Scoutmaster with the Boy Scouts of America for over 12 years, mentoring youth in leadership, environmental responsibility, and civic responsibility. He has also volunteered with organizations such as Keep Port St. Lucie Beautiful, United for Families, the St. Lucie County Waterway Cleanup, and the Sunrise Theatre. His belief in continuous learning is evident through his participation in both the City of Port St. Lucie Citizens Academy and the St. Lucie County Sheriff’s Citizen Academy.
Through his leadership, experience, and community spirit, Gerard continues to make a lasting impact in St. Lucie West—ensuring our District remains a place we’re all proud to call home.
