SLWSD's Public Works Department ensures that the community remains safe, functional, and resilient—especially during heavy rains, tropical storms, and hurricanes. The department is responsible for maintaining the District’s stormwater infrastructure, natural areas, and public landscapes that protect both residents and the environment. Public Works plays a key role in flood control, environmental preservation, and infrastructure maintenance, ensuring that the systems interacting with natural water flow and weather conditions operate efficiently year-round.

Divisions:

Stormwater Division

The Stormwater Division manages the District’s stormwater drainage systems, including canals, retention ponds, storm gates, and transfer stations. These systems work together to regulate water levels, control flooding, and protect property and infrastructure during periods of heavy rainfall or storms.

The division also maintains dozens of storm gates throughout the District—critical components of the flood control network that manage water flow and discharge. Regular inspections and preventive maintenance help ensure reliable performance during severe weather events.

Aquatics Division

The Aquatics Division is responsible for maintaining the ecological balance and water quality of the District’s retention ponds (lakes). This includes managing aquatic vegetation, algae growth, and aquatic life to support healthy water systems and effective stormwater function.

By maintaining clean and balanced retention ponds, the division helps control invasive species, preserve native habitats, and improve the aesthetic and environmental value of the District’s waterways.

Exotic Plant Management Division

The Exotic Plant Management Division identifies, controls, and removes invasive or non-native plant species that threaten the health and stability of local ecosystems. These efforts are focused on wetlands, preserves, and along retention ponds, where invasive plants can displace native vegetation and disrupt stormwater flow.

Through active monitoring and removal programs, this division supports long-term environmental restoration and biodiversity conservation within the District.

Shop & Maintenance

The Shop & Maintenance Division provides essential support for all Public Works operations. This team maintains and repairs the mechanical and field equipment used throughout the department, including mowers, pumps, gates, and vehicles.

Their work ensures that all divisions operate safely and efficiently—especially during emergency response efforts related to storm events or flooding.

Gerard Rouse

With over 17 years of dedicated service to the St. Lucie West Services District, Gerard Rouse has built a distinguished career rooted in public works, stormwater management, and environmental stewardship. His leadership, technical expertise, and commitment to excellence have made him an integral part of the District’s continued success and reliability.

Currently serving as Director of Public Works, Assistant District Manager, and Safety Chairman, Gerard oversees key operations that ensure the District’s infrastructure, environmental systems, and safety standards meet the highest levels of performance and compliance to support public safety and emergency readiness along with daily operations. His goal is simple: to make sure St. Lucie West continues to be a well-maintained, sustainable, and beautiful place to live and work.

A proud resident of St. Lucie West since 1999, Gerard has deep roots in this community and a genuine passion for its well-being. His work isn’t just professional, it’s personal. He takes great pride in serving the same neighborhoods he calls home.

Gerard began his career with the District in 2008 as an Equipment Operator and steadily worked his way up through several key roles, including Aquatic Maintenance Technician, Exotic Plant Removal Foreman, and Assistant Public Works Superintendent. His leadership today is built on firsthand experience, technical knowledge, and a deep understanding of the community’s needs.

He holds numerous professional certifications, including Stormwater Levels A, B, and C; Certified Stormwater Inspector; FEMA Emergency Management Professional; OSHA Level 5 Chemical Spill/Incident Commander; and Certified District Manager through the Florida Association of Special Districts. These qualifications reflect his deep commitment to safety, preparedness, and environmental responsibility.

Beyond his professional achievements, Gerard is just as dedicated to the community. He has served as a Scoutmaster with the Boy Scouts of America for over 12 years, mentoring youth in leadership, environmental responsibility, and civic responsibility. He has also volunteered with organizations such as Keep Port St. Lucie Beautiful, United for Families, the St. Lucie County Waterway Cleanup, and the Sunrise Theatre. His belief in continuous learning is evident through his participation in both the City of Port St. Lucie Citizens Academy and the St. Lucie County Sheriff’s Citizen Academy.

Through his leadership, experience, and community spirit, Gerard continues to make a lasting impact in St. Lucie West—ensuring our District remains a place we’re all proud to call home.

Assistant Director

With over 20 years of experience in public works and municipal services, Searg Davidian currently serves as the Assistant Public Works Director for the St. Lucie West Services District. His career is a true example of dedication, professional growth, and a strong commitment to community impact.

Beginning his journey with the District 20 years ago, Searg Davidian started in an entry-level role, quickly distinguishing himself through hard work, a positive attitude, and a natural ability to connect with people. His strong work ethic and team-oriented mindset earned him a series of promotions, each one reflecting his expanding expertise in public infrastructure, project management, and municipal services.

As Assistant Public Works Director, Searg Davidian oversees critical functions that keep St. Lucie West running smoothly, from infrastructure maintenance to project management and long-term planning. His role involves not only technical expertise but also day-to-day leadership, ensuring that the District’s services meet the highest standards of quality and reliability.

Known for his kind and approachable nature, Searg has consistently earned the respect of colleagues and staff by leading from the front, prioritizing teamwork, accountability, and innovation. His leadership style fosters collaboration, and he has mentored countless team members, empowering them to grow professionally and contribute meaningfully to the district’s success.

Outside the office, Searg Davidian remains actively involved in the community, supporting local initiatives and serving as a resource to others in the field. His passion for public service and strong sense of accountability continue to drive him every day.
